The NIH currently requires a data sharing plan as part of applications or proposals seeking $500,000 or more in direct costs in any single year.
The NIH Plan for Increasing Access to Scientific Publications and Digital Scientific Data from NIH Funded Scientific Research (Feb. 2015) linked below indicates that NIH is taking steps to ensure all NIH-funded researchers develop data management plan regardless of funding mechanism or funding level and that the 2003 Data Sharing Policy will be amended to reflect this change.
NSF requires a Data Management Plan as part of all grant proposals. Individual directorates may have their own mandates (see below).
