Introduction
Test instruments and measures are used by students, educators, researchers, and practitioners to assist in the assessment of people, conditions, or topics. Finding actual copies of tests is often difficult. While quite a few are freely available on websites and in books, more are available only by purchase or by permission from the author or publisher of the test. And finally, many tests are published only in journal articles.

Many people are not aware that test instruments suited to their needs already exist. Creating a questionnaire or survey takes time and may result in a test that is not valid, reliable, or comparable with other tests for the same variable. Check the resources in this guide to make your task easier, whether it’s writing your own test or finding the best of what is already available.
A good rule of thumb when using any test is to request permission unless it is stated that the test is not copyrighted and is a public document, available without charge.
